The DVLA has the car listed as being taxed, although it's exempt from a cash payment, it still has to be 'taxed' to drive on UK roads. See here for details:

There is a V badge which I believe is the veteran motorist club they may have records of the owner that's if they are still in being, the circle on the badge numbers the years driving without an accident, chances are that the owner would be getting on a bit. Bryan
