My guess is that somebody thought they needed another crankcase breather. Maybe some ill fated environmental quest by a DMV inspector?

Gents,
Most likely a supercharger oil return line was fitted there. Marshall-Nordec supercharger had an oil feed and return line from the engine. It was suggested that the return line be attached at the side cover so the oil could return by gravity above the level in the sump.

Don't know what a Peddicord is or whether I need one. I could use it to squirt oil into the followers after a long winter layoff before starting.
