MG TD TF 1500 - STATIC IGNITION TIMING

I have a very elementary question on static ignition timing. With the valve cover off, to find top dead center of cylinder number 1, timing mark on zero both valves closed on number 1 and one valve open on number 4. Is that correct? I think I've gone brain dead trying to get my TD to fire correctly. Trying to get it running good enough to get the timing light on it. Thanks for the help

I find TDC by holding my finger in #1 spark plug hole and turning over the engine, and when I feel air puffing out I keep turning the engine until the pulley's timing mark lines up with the pointer. That gives me enough to start the car, and then I adjust the distributor to give 32 degrees at total advance with a digital or dial-back timing light.

At last got the old girl running. Thinking the problem was electrical, I replaced plugs, condenser, rotor, distributor cap and wiring, along with Jeff @ Advanced rebuilding the dizzy and still number 1 was missing. Finely took off fuel bowl cover off of the fuel bowl and it was dry. Cleaned the needle and seat and now everything is lovely. Kicked right off and ran smooth. Only problem now is the braided carb to carb fuel line is leaking. New one ordered from Moss and she should be on the road shortly. There is a filling station close by that sell rec fuel so good by ethanol fuel.
